scholar and since passing his final examination in Cantonese

he has continued his studies and improved his knowledge of

the language: and he is at present engaged in learning the

Hakka dialect which will be of considerable service to him in

his work at the Registrar-General's Office.

I may mention that the reason why

Mr. D. W. Tratman, the Second Assistant Registrar-General,

not recommended for the vacancy as First Assistant Registrar-

-General is that he desires to be transferred to the post of

Assistant District Officer in the Northern District of the

New Territories in the event of Mr. E. R. Hallifax, the

present District Officer, being appointed Deputy Superintend-

-ent of Police as recommended in my Despatch No.56 of the

10th. February, 1911, and the consequent promotion of Mr. S.

B. C. Rosa, the present Assistant District Officer to be

District Officer. I shall again address you upon this point

when your reply to my Despatch, above referred to, reaches

me.
